TORONTO — Infrastructure Ontario is reporting the Request for Proposals (RFP) stage has closed for teams submitting bids for the Stations, Rail and Systems (SRS) package for the Eglinton Crosstown West Extension (ECWE).
The SRS package includes design and construction of seven stations and installation of rail and systems for the 9.2-kilometre extension. It also include work for the existing Mount Dennis Station to connect the ECWE with future Eglinton Crosstown LRT service.Â
Three teams were prequalified and invited to respond to an RFP in September 2024. The SRS package is being delivered using a progressive design-build delivery model.
The following teams submitted proposals by the deadline:
Integrated Transit PartnersÂ
- Applicant leads: Sacyr ÌìÃÀÓ°Ôº Inc., NGE Contracting Inc., and Clearway Construction Inc.
- Design team: Hatch Ltd., Egis ÌìÃÀÓ°Ôº Ltd., and Weston Williamson Partners Ltd.
- Construction team: NGE Contracting Inc., Sacyr ÌìÃÀÓ°Ôº Inc., and Clearway Construction Inc.
Trillium Rail Partners
- Applicant leads: Amico Major Projects Inc., Alberici Constructors, Ltd., and Acciona Infrastructure ÌìÃÀÓ°Ôº Inc.
- Design team: WSP ÌìÃÀÓ°Ôº Inc.
- Construction team members: Amico Major Projects Inc., Alberici Constructors Ltd., and Acciona Infrastructure ÌìÃÀÓ°Ôº Inc.
WestEx Transit Solutions
- Applicant leads: Aecon Infrastructure Management Inc., Pomerleau Major Projects Inc., and Flatiron Dragados ÌìÃÀÓ°Ôº, Inc.
- Design team: AtkinsRéalis ÌìÃÀÓ°Ôº Inc. and Arcadis Professional Services

Infrastructure Ontario and Metrolinx are now evaluating the proposals and a team will be selected to enter into a development phase with Metrolinx, with an anticipated timeframe of summer 2025.
According to a release, the development phase allows for a collaborative approach between Metrolinx as the project owner and the contracting partner to work together to finalize the scope, risk allocation and pricing of various elements for the SRS package of work.
The 9.2-kilometre Eglinton Crosstown West Extension consists of four major packages: the Stations, Rail and Systems contract; the first advance tunnel contract from Renforth Drive to Scarlett Road; the second advance tunnel contract from Jane Street to Mount Dennis Station; and the elevated guideway contract between Scarlett Road and Jane Street.
